Ok, well, i have gotten it to work once, but only once.
I had it set to 32kbyte save type.
I played it for about an hour, and saved, it said it saved, but when i turned it off, and turned it back on
It was unable to find the save, all options remained the same. the save itself is still in the battery file, but it can't find it.

It has done this on both 2.5 and 2.6 No$GBA

If anyone knows how to fix this please tell me. thanks

Try changing the save type to something different, and as soon as you can save in the game, save it and check if it's still there when you reset it.

actually, that was my previos problem, whenever i saved before, it wouldn't even be there, it was like there was no save file.

Also try changing to no$gba 2.6a, it might work.

well i've tried with both, i am currently on 2.6, i had to switch to 2.6 for the .sav file to even exist, but now, after i had saved it again, NO$GBA doesn't even recognise that there is a .sav file for Digimon world DS, it says there is no saved game to load, start a new game first.
