Is it me? But there is alot to do at Cianwood in HeartGold/SoulSilver.

I remember it being a Island that didn't really have much in it.

no, i gots spoilas! go to mr pokemon after beating 16 gyms and get kanto starters to get the orb.

Where do I get the kanto starters? I have 16 badges

 

You have to beat Red in Mt. Silver then go to Professor Oak. Make sure your Pokemon are above level 80 before you battle, you will take forever to beat him without at least a good fire, water, and electric, rock or dark type Pokemon, preferably all of them.
