How do I get the third badge? There's a lady blocking the entrance. I have the bike and everything and have explored the city (I think). Also left town north-bound and went to a place where a construction worker wouldn't let me through. Help?

You don't battle Team rocket at the radio tower until after the 7th badge. At least, that was what it was in the original gold and sliver...
