I think what he's meaning is that he's wanting to trade for one. Although why he couldn't just come out and say that God only knows.
By the time you get a trade going, you could have used Pokesav to take a male Snivy, clone it into a different slot (like in a box), and then give it a sex change using Pokesav, and then let them get it on in the breeding center and bam! You got a newly-bred Snivy! I'm glad this doesn't happen in real life. You clone yourself and give your clone a sex change and then proceed to mate with it... Oh, and if your newly-bred Snivy has a few too many toes or something...um...that's not my problem.
