Your best bet is to get the ePSXe emulator with the latest plug-ins. Then you need the PSX bios. Simply google it and you will find a couple of files you need to have in your directories. Then run the Config in the emulator to configure it. Once that is done, unzip the game you got, then start up the emulator. Click on File>Run ISO and then choose the file you just unzipped and you are all set.

Try here for the emulator and plug-ins:
    http://www.ngemu.com/
The site will have more detailed instructions!

You can get the plug-ins from that site I gave you. The BIOS you just google and you can find it easily. I don't know about any other emulators other than ePSXe because that's the best emulator. I can only help you with that one.

    Use ePSXe1.7.0 from here: epsxe.com
Google SCPH1001.bin and put it in the BIOS folder, download Pete's OpenGL2 PSX GPU 2.0.9 from here: http://emulator-zone.com/doc.php/psx/psxplugins-tools.html and put that in the Plugins folder. Follow through the setup and then go file -> runISO and choose the game you want to play. Tell us if there's any problems with that, but i think it should work with that game.
