They were unable to put him in Smash Bros. Brawl because he would be too overpowered to be defeated by any other character. That, and the fact that most gaming machines can't handle his awesomeness anyway.

He was never meant to be in Brawl. He was meant to be in Tatsunoko Vs. Capcom.
