Is it possible to have a notepad on the DS, or microsoft word, or something that reads text on the R4 DS?

^ And R4 text reader (even though it's horrible). If you are looking to write .txt files, there's several applications, you can look at http://iiiiiifrezzyiiiiii.blogspot.com/2009/02/wordds-041.html Also, not an actual technical issue, so moved.

Are you sure you can put notepad files in there? I want to copy a whole file into there so i can read it. Not type it in the notepad of the game.

No. It's a commercial release, so all you could probably do is just save files (that aren't .txt etc.) in the 4MB and ROM cache, and load them when needed. For proper .txt files, you'll need to look into a homebrew alternative.
