    You should be able to get it downstairs at any Pokemon Center.

    I think you have to trade/battle with someone first to get your palpad. I do know that you have to get to a certain point of the game before you are allowed downstairs though.

    It's towards the beginning of any Pearl, Diamond, or Platinum game. You how how at first you see a girl block the down escalator for the trading room? Well either at the second or third pokemon center you'll notice she's gone! Just go down and talk to the first girl on the right hand side of the room.
