This for disc one I mounted the Bin File on Alcohol 52% and Used the Cue. as as the Bios and it says *Error loading [plugins\gpuPeopsSoft.dll]

the .cue is not the bios. You mount the .cue (it contains instructions to your computer about how to run the bin) and you need a file called 'SCPH1000.bin' (google it). This file is the bios. Additionally, you will want to change you graphics plugin, as the soft drivers (such as peops) are slow and poor quality. Use one of pete's openGL or directx drivers instead. Googling 'ePSXe plugin pack' will find them for you.

You put it in the bios folder.

I went into program files and there is only a Plugins folder.

So you put epsxe in in Program Files? There should have been many other folders such as bios, cheats, patches, memcards, sstates etc. Redownload it from the official website, because if you're missing some of the folders that should be there, chances are you're missing some of the required files as well.

It works now but there are two problems:
    1. There seems to be a red or green outline around some objects in the game.
    2. When I load s state the music is messe up it sound like scratching until I visit another area or until i get into a battle.

those are minor configuration problems. Tell us what audio and graphics plugins you are using and we should be able to tell you how to fix them.

    So what should I do?

set the graphics plugin to 'nice' settings and check if theres anything relevant in the 'fixes' section?

also try disabling audio reverb and interpolation.

The outlining is gone but it takes a while to load up the music and it is usually the wrong music eg. when i go onto the world map and back to the town the music is different.
