Need help playing Estpolis

Hello, I downloaded Estpolis and tried playing it with no&GBA and no$Zoomer but it just stays as as a blank screen.
I tried patching it with the patch from this page:

But it didn't work, maybe I didn't patch it right, it still stays as a blank screen I only notice the "%" thingy moving.
I've seen videos of it on Youtube.
Do I need another emulator or something? Could someone help me please?

I noticed there are images of the game in the download page, so that means that there's a PC emulator that works with the game, just wish someone could tell me which one.

And first step you can try, try to activate all the Ex in the Extra option and see if it works after it.
