Assuming you have a burning program other than the built-in windows one:

Using Nero (for example): Open Nero, click "Burn image to disc" (this is either plainly obvious or buried in another menu depending on your version) and then find the folder your ROM is in. Select the ".cue" file and click open/ok/etc. Then you simply need to input the disc name, select the burning speed and press burn (again, that depends on which version you use). I would recommend that you burn the image on 16x speed as this is the "safe speed" for most CD-Rom devices.

If your burning the disc to be used in a PSX, from experience burning any higher (and most likely slower) can cause disc read problems and also adds to the punishment your inflicting on the Laser by using none standard discs (slightly heavier or lighter). These will only effect a PSX in the long term, but any punishment you can avoid inflicting on the poor old thing should be avoided unless you want to spend £20/$40 on a new PSX.

It's best to burn at the lowest speed possible, when I was a PSX burning noob, I burned Chrono Cross at the fastest speed, never worked on my PS2, then I burned it at 4x, and Chrono Cross worked perfectly (until my little brother bit the second disc who was angry with me).
