NDSi introduction problem

when I turn my NDSi on it goes to the black nintendo DSi screen. then after a few seconds there's a japanese characters and in the bottom it has a ok button. but i keep on touching it nothing happens.

I even restart it a few times but still nothing happens. can someone help me with these problem?

And my warranty is already expired...

 

Is this with or without a game cart or flash cart in slot 1?

what country did you buy your DSi? seems fishy.

 

I bought this NDSi at a pawnshop here in the Philippines. but I think the former owner of this NDSi was a Japanese. It was in good condition for 6 months.
I got this problem now.
