you don't need an action replay device to use cheats on R4, the action replay functionality is built into the firmware. An actual AR device probably will not work with a flashcart.

    http://cheats.gbatemp.net/files/04_16_09_CHEAT.DAT.zip

    or

    http://cheats.gbatemp.net/files/04_16_09_USRCHEAT.DAT.zip

I'm not sure which one is for R4. Note that R4 and some clones have problems reading cheat files above a certain size, so games at the end of the alphabet may not show on the cheat list. This can be solved by using this cheat file: http://cheats.gbatemp.net/latest/CHEAT(UE).DAT.zip which does not contain cheats for any japanese games.

yes, it is a zip file. Windows XP/vista can open zip files as if they were folders.

when you choose a game there should be an extra button to select cheats for that game.

Preferably you would use usrcheat.dat, cheat.dat was commonly supported better in older firmwares, for even older models of the R4. If you have it in the _system_ folder, highlight one of your games. It will show the header information, and there should be a little Cheat (Y) button below it (if there are cheats for that game in the database). If so, tap it or click Y, enable, and Save. If there is no button, consider switching to YSMenu firmware, or use R4CCE by Yasu, in order to delete most of the entries by modifying the database, or move the games you want higher in the list :)
