modding tools needed

    hi im after some modding tools that can build a game from scratch im working on the kid icarus nes version but i want some pc hacking tools i can use to build a beter high graphic version any help would be helpful thanks

    you do not use 'modding tools' to build a game from scratch. You get an IDE and a compiler and learn to write code.

    ok i may have wrote things a bit wrong i mean i want to edit a existing game and make a brand new story do u know of any tools that can do this please

    depends on the game and the extent to which it can be modded.

    Well i just want to try and build a kid icarus game thats got a new level layout im looking for tools cabable of that and graphic enhancement
