.mdf and .mds files are usually created by the program, Alcohol 120%. It all depends on your emulator actually, if you can't load a .mdf directly, you can either burn it to a CD or DVD and play it like that, or mount it as a Virtual drive. If it's only for PC, better to mount it as a Virtual Drive, just so it's easier and you won't have the risk of not burning the image correctly. Also, to save yourself a disc :p

A good, free mounting program is Alcohol 52%, google it.

I downloaded a psx game in these .mdf and .mds format, I burned a CD, but my PS1 don't read that. I tried burning both .mdf and .mds files, but it still don't read. What shall I do?

Is your PSOne modchipped? Because if it isn't you won't be able to run any burned CD games on it, or even Pirated "stamped" CDs

Yes you will need a chipped PSX of some sort, or you could use the old swap trick. Also, all you burn is the .mdf iso file, not the .mds, but you still have to keep that in the same folder for the .mdf file to be burned correctly.
