You can still read posts in the tutorial section, you just can't post in there. (info) Honestly I don't see the need for two tutorial sections, if both were visible to premium members and moderators it would make the forum look a little... well... messy. Like the post by Loonylion says, if you wish to submit a title you can contact an administrator about it.
I made a tutorial for it and im not premium? but it would get annoying since half the time no one knows where to find the section already!
