I Just beat Big Bullet Bull and saved Icy the ice spirit already. The freezing bug is unclearable Anti-Piracy glitch. There are no patches of any kind that can get around the freezing in Icepeak. I've been trying to get past Icepeak for two years now and I wound having to buy an actual copy of the game. Sorry. Hopefully, someone with hacking skills will be made aware of this problem and provide us with an updated patch.
You're right. Run the ROM through the DS-Scene Rom Tool. Note that you're using a Galaxy Eagle, and that they're a piece of crap from personal experience.
