From what I understand- The website itself is not illegal, but downloading the ROM's when you do not own the game itself is illegal Please feel free to correct me though.
Before I read that post I was about to say the whole thing is illegal. Correct-since it doesn't offer pc games or software (that is ilegal-only people with links to free legal downloads appear) and even will oblidge a request to not host perticular games (usually EA or M****soft asking). Short answer-roms illegal-site it's self is not... But if your caught here I think the law would treat you like a crim anyways
the site itself is illegal, its purpose is hosting illegal content. However, in most countries software piracy is not a criminal offence, it is a civil offence, despite companies such as nintendo trying to tell you it is criminal.
