IRC

So I went onto this IRC client chat protocol and tried it out for the first time today and I am confused. When you type something does every person see what you are saying or is there some sort of method to this madness? The reason I ask was because people were talking about the most random and disconnected ideas that you could imagine, and I figured that there was something quite important that I did not catch. Any explanations would be greatly appreciated. Thanks,

What do you mean "mirc"? Is this another chat client like the IRC? Would you mind explaining?
