I don't think you have to own the game. There wouldn't be a point for emulators/roms. O__O;

if you might here or read at other website there are concerns like this

"if you don't own the real copy of this game, we advice you to delete it in 24 hours"
and also this, if you have a real PS1, you can [legally] download and use the bios of the emulator

but take my side i don't have a PS1 to begin and i don't have a GBA

but i play them using emulators ^^,

[as long as you use the emulators and roms/iso's as a personal way of putting yourself back on the times where you are young and playing those games you grow up with. then i can say that you can use them... and also you use emulator and roms/iso's to make your self HAPPY ^^,]
