A PC is is not capable of running DS code, the hardware is different so the x86 CPUs found in PCs would not know how to execute the instructions. Thus, you need some software to translate the DS' ARM instructions to x86 instructions. This piece of software is called an emulator.

Which is quite difficult to produce. Living examples: the PS2. It's eight years old, and the emulators available for it can only play a few games, and you need quite the computer to do it.

PS1 has been around for almost 10 years, and is considerably more simple than modern consoles.
