I assume you have 2 problems.
    1) Getting the SSF work in vista
    2) Unable to download SS roms

    or

    2) able to download but can't play em...

    Correct me if I'm wrong..

There can be a number of reasons as to why the roms won't work

i.e 1. your inital setup of the emulator

    2. a rom tha needs a fix (shining force 3 for example)

    3. maybe you are not mounting an image

I have never done this myself

apparently you can, yes, i have just done a google search

you're best bet would be to google this too, like I said I have never had a need to burn 1 myself

    Good Luck

You are not mounting the Saturn iso/rom/image onto a virtual drive (downlaod-virtualclone, or daemon tools for example-then search youtube for a tutorial,), you dont need to burn the iso onto a cd , the virtual drive will act as a virtual cd drive and will mount and load the iso file (that you have extracted into a folder onto the virtual drive) and when you start your emulator the game should play.

Use either Daemon Tools or Alcohol 120% for mounting the ISO. ;D
