how to catch lugia in soul silver

You need the Clear Bell as well.
Just kick the crap out of the Kimono girls.

 

Heavy Ball is effective against Lugia.

You must first get all 8 Johto Badges then Elm will call you.....then you must fight the Kimono Girls at Ecruteak City to get Tidal Bell....
