As Loony and I have diagnosed, I was ripped off by my builder...I do not have an I7 extreme...So what I am wanting to do, is OC it to 4GHZ(Maybe more?), though I want it to be as safe as possible...

This beast has 5 fans on it, set to auto, that can go up-to 2000RPM's...But never go above 1500 o.0

If there's any hardware modification involved, It's be best I don't do this...But how would I go about OCing it if there isn't?

OCing is inherently risky. quite apart from anything else, it reduces the life of the processor. If you go too far it can overheat and die, if you overvolt too much it will fry. It voids your warranty.
