    if its your pet, its simply want your attention, just pet and rub the neck \ jaw area, if that doesnt work then you might have forgotten to feed it...

    if its wild \ street cat, then its might be fighting, mating or looking for kittens.

    do NOT EVER use a shock collar on a cat. Quite apart from being cruel, they are designed for dogs and can easily be fatal to cats.
