How can I create a 'Playstation Network Sub-Account'?

I want to make a PSN Sub-Account for me an my little brother, but I don't know how? Can someone please explain?

I was going to make one for my brother using this, in the end I bs'd the info and made him a full one so when I move out he can use his mic and stuff...no credit card info is on his anyway

 

I've even gone the extra mile and created a second account on mine to get free stuff from Japan
