Help with Ragnarok translation

So I followed the instructions to patch the rom(https://www.romulation.org/forum/index.php/topic,14307.0.html)

The whatever program that ran gave a couple errors, then said it was sucessfully patched. But when I ran it through no$gba(2.6), next to nothing was in english ("touch screen", and maybe something else, and that's it.) Is there something wrong with the rom, the patch, the emulator, or was there something unsaid in the instructions that I haven't done?

 

Most likely a mixture of both. I'm assuming the translated ROM doesn't work too well on emulators obviously.
