Help me track down a ps1 3d fighting game from my youth?

    Alright, this is gonna be spotty as hell because I only played it for like 2 weeks when I was 12 but here goes.

    So it's a vs. fighting game and the players all have psychic powers and when you use it a cut scene plays. I also remember that one of the levels is fighting on top of a building at night and one of the characters is a guy with glasses and there's also a young blonde girl.

    Ugh I don't remember much sorry. Oh and in the opening a girl with short brown hair hangs upside down from a tree and her boobs bounce A LOT as she does so.

    I know I sound like a crazy person but does ANYONE know what game I am talking about??
