naruto only has like 5 "real" jutsu? no sexy jutsu doesnt count, since its just a combination (albeit a clever one) of kage bunshin and art of transformation. so here we are, 1. shadow doppelgangers 2. art of transformation 3. rasengan 4. Wind-style rasen-shuriken 5. sage jutsu
I think.. You didn't need to master all Jutsu to become a Hokage though...maybe only a vast knowledge with about it will do..

if you notice they dont rally give any of the characters many jutsu, look at orochimaru, he only used 7 jutsu throughout the whole show
lol, shikamaru is supposed to be one of the most intelligent shinobi, but he can onliy think of three jutsus! =P
