GTA Chinatown Wars; Friend or Foe?

    I was playing the mission "Friend or Foe?" in GTA Chinatown Wars and i finish the mission up to the end where you have to open the safe, and i can't do it. The dial doesn't even turn. Any Suggestions? Please help, Thanks!!
