The Icons are assigned by your PC.

Your PC recognizes certain file types and gives them Icons. You can change this by clicking on the "Tools" menu and going to "Folder Options" and clicking on the "File Types".

Here you can associate file types with the programs they are used for. The PC with MSN info is usually a .NFO file. These files are just Info Documents. The pieces of Paper icon is usually a .TXT they contain Info as well, and sometimes contain configuration settings of programs.

The Icon means nothing other that what program your computer is going to try and open the file with.

If you want to change the applications each file type opens in, right click the file and Properties. You only need the .nds file really, the .nfo file etc. basically just gives information on the dumper and ROM. I have a Nintendo DS icon for my .nds files assigned by DLDIrc.
