For video plugin with a not so good video card, you can try the P.E.o.P.s Soft Driver (I think that's how it was written) I usually recommend using Pete's Opengl driver, but you might wanna test it out yourself first. For Sound plugin the ePSXE SPU Core should work fine, or use the Eternal SPU Plugin Dunno about CDrom plugin, but I use Mooby2 cd disk image driver 2.8
soft driver needs a good CPU because its using the CPU instead of the GPU, you should always use one of the proper drivers if you can (opengl for nvidia chips, dx7 for ati chips and dx6 for anything else)
