Can anyone tell me what settings to use so that ePSXe may look like a normal PSX palyed on a tv?
For some reason, the one on ePSXe is bigger than the one on tv (Or maybe it's just me because we're more closer to the computer screen) and the graphoc looks too sharp, different than the one on PSX

Of course it looks sharp, PC monitors (both CRT and even more LCD) are sharper than regular TV set. That is why console graphics look better on TV screens.
You can't do it exactly like on TV if you use a monitor, but you can get pretty close:

Go to video Config of ePSXe (I assume you have Pete OpenGL2 driver) click "Configure" and set Full screen resolution to 640x480 (32 bit)
    After that:

Set Internal and External X resolution to 1 or 2 (depending on your card, see info there - higher is better but requires more powerful GFX card)
Set Internal and External Y resolution to 1, 2 or 3 (depending on your card, see info there - higher is better but requires more powerful GFX card)
    Set Stretching mode to 1
Set Texture filtering to 6 (on the right set appropriate value also)
    Set Hi-res textures to 1

As for rest of options turn on filtering and shader effects (play with it until you get it to satisfactory level for yourself)
For example full screen smoothing will give you less pixelated picture (much like on TV) etc.

Of course, pixel shaders and filters require additional computing power so if your PC is too slow you'll experience reduced framerate in games. (in that case, balancing the settings is the key)

Okay, I have another question, I was playing Tales of Destiny 2 on CDROM, but the voice sound very disorted, I wondered if this have anything to do with my audio option (I'm using P.E.Op)

    Try different Sound plugins.

The default, ePSXe SPU Core 1.7.0, is very good (the 1.7.0 version is believed by many to be better than the Pete's plugins for sound). I've also used Eternal SPU Plugin 1.41 with good results.

When it comes to sound, the default plugin with ePSXe is usually your best bet.
