Would a cheap (and i can't stress the cheap part enough) 500w psu be able to support a ATI 4650 graphics card?

Sure, but if you buy a cheap PSU that doesn't have a recognised brandname then you might as well flip a coin as to whether your computer will survive. Cheap PSUs tend to have an unreasonably high chance of dying, sometimes taking components with them.

dont ever do cheap PSUs, its like playing russian roulette, as suis said. Always buy a reputable brand such as antec, corsair, silverstone, seasonic, coolermaster or thermaltake. Also it depends on your other components, as it has to supply power to them also. Buying a cheap PSU could result in you having to replace your entire computer.

    wow i completely missed that.....thanks

one more question. can i mount this to the top of the case? http://www.newegg.com/Product/Product.aspx?Item=N82E16817371044

it doesn't look like the fan will pull in any air if i put it on the top.

PSU fans are usually in the bottom of the PSU

    You can mount it upside-down.

    Or sideways with tape.
