is dual booting booting two os's at the same time so you can run both windows programs and linux programs at the same time?

You will not be able to run Linux and Windows programs at the same time. If you want to run the Linux OS programs you would have to shut down your computer first, then, at the boot menu you would have to choose the Linux OS, if you have it installed.

When you boot your computer you can choose to boot either Linux or Windows, or any other OS you may wish to have, I had my PC at one stage Quad booting Xp,Vista,MacOS and linux, pretty pointless really lol.

If you wish to run windows programs under linux you can use WINE, or look into VMware. I use VMware to run XP under linux for the adobe programs I need.

oh ok i allways thought that dual booting was a fusion of two os like windows and linux so they both boot at the same time

What you're thinking of is virtual machines :p . If you have a powerful computer a great way to do this trick would be using a virtual desktop application (such as Microsoft Virtual Desktop), having your main OS running in one desktop and have VMWare in full screen running another OS in the other desktop. Confusing, eh?

Currently, I dual boot XP and Vista and have Linux Mint and OS X Leopard both on USB sticks. It's frivolous, I know :) . I just use whatever OS I feel like using at the moment.

I currently run linux with a XP Pro virtual machine. Ive only got 1GB ram, split 512 to linux and 512 to XP when running the virtual machine. Under only 512MB ram in a virtual machine I can still run all adobe programs (Photoshop, InDesign, Illustrator and Dreamweaver) perfectly fine with no crashes. They get a little slow if I have them all open at the same time but they still do the trick. And we all know adobe applications aren't the lightest of applications.
