As my machine (HP Pavilion s3713w) sucks due to a 160w PSU, so that I can't add a decent low-profile gaming GFX card, I need a standard-size tower. But when I move my parts to the new tower, are there different rules or no?

the components could well be custom designed for the case and may not go in a standard ATX case.

So, the only things worth keeping is the HDD and optical drive? But then what do I do if, say, I had the new setup, and I was getting all weird graphical displays because of a major change in hardware?

you'd have to reinstall the OS to account for the new hardware most likely. It IS possible to transfer a hard disk into a new system in some cases, but its not worth the risk.

I knew it. Then it is not really worth it; just buy a new machine and transfer settings over, perhaps?
