Hello! I hope I'm making this post in the right place.

I recently purchased a netbook for college with the following stats

Proc: Intel Atom CPU N280 @ 2.0ghz (Dual core)
    Ram: 1GB
    GPU: Intel GMA950 128MB

Obviously it's not any kind of powerful machine by today's standards. I first tried running EPSXE on it and gameplay was rather choppy (tested with Megaman X 4)

I then went into the graphical settings and set it to the maximize performance defaults. It now runs reasonably well with a stutter on rare occasion. I'm currently using Pete's Direct 3D Driver for graphics.

Any tips for striking a balance between a steady FPS and looking good? Particularly settings to fiddle with? Thanks much!

You'll probably want to use Pete's D3D plugins. Use the one in the ePSXe Plugin Pack https://www.romulation.org/forum/index.php?topic=600.0

Go to the configuration and choose "Fast" and that should give you a good start on low spec running.
