    Fruityloops? Magix Music Maker? Mixcraft?

EDIT: Oops they're not free, but you can't really find good free ones nowadays.

'best' is a subjective term and really depends on exactly what you are doing. I use Adobe Audition for most stuff.

i use magix music maker. i've used nearly ever programme and it seems to be the easyest to use but depends on how good you are at it already as reason is probably the best music programme ever but it is complicated

Ha ha, my little brother used to make songs with Music Generator for PS1 years back. We recorded it on tape and thought it was soo cool.

I used to have Music 2000, excellent program or music making, also for PS1
