If there are more than one language for a game (e.g. E and U) they should be under the same name. And in the download section you can choose language.
In a way, you already do this, you just choose the game and the region at same time, besides some games have different names in different regions despite having simerlar content.
No, in a way this is not already done. It has, however, been suggested before. And the amount of work required to do this is insanely high so it's not going to happen.
