Action Replay cheats won't work on one rom only

I own a r4i. The r4i already has this sort of 'cheat program' that works as well as ysmenu and wood. I'm not sure how to describe it. But when cheats are activated, the box that has a white key in it turns yellow. But if cheats are NOT activated, the box remains gray. However, the game I'm currently trying to use the cheats on is Kingdom Hearts Re:coded and there IS NO KEY-BOX.

I wish I could take a picture of it to show what I'm saying. It's really hard to describe.

But basically, every other rom in my r4i that I've used the usrcheat.dat on has this keybox yet this rom doesnt.

Is there anyway to describe what's happening? Oh, and in case you are wondering, the cheat code editor showed that the rom ID and the cheat ID are the same. This is impossible. What could I be doing wrong?

 

just try changing the id of the cheats even though it says its the same

 

Did and done that. Still won't work. I changed it for about five times now and still same result.

 

where do you download your cheat file

 

I make my own cheatfile which only has 3 games on it.
