accessing downloads section

    as soon i click a link to any of the download sections areas i get the following message
    Failed with error:connection to db3.romulation.net:3312 failed (errno=111, msg=Connection refused)
    ive tried multiple ones every 1 gives the same message its been like this for bout 3hours
