The guy's use of English is not that great but I think what he meant was... "Is there a way for him to play a game cartridge on his desktop computer?". Or maybe, "Can we copy a game cartridge onto a computer?".
Not exactly... well, we do call "making a copy of a game cartridge" as dumping but by his wording he is asking if it is possible to do something like that.

You really can't physically insert a game cartridge into a computer but you can play games that were copied off of one on your computer. You can do this by getting a hold of a ROM or an ISO of the game you want to play & running it through an emulator.
