3ji no Wide Shou [SNES ROM] - Technical Problem

Saw this game on the list of SNES games, which I thought I'd slowly try em all out from top to bottom , giving a comment to them, and moving on, but after downloading this one, it doesn't start up, the emulater I'm using says it worked out ok, but nothing happens..

Am I using a bad emulater, or is the game just a dud?..

I'm using [snes9x - 1.43-win32-2].. my 1337 Haxor wanna-be brother got it for me, so I don't know if it's a popular one, but it's worked perfectly with every other ROM I've tried..

Also, (I know this is off-topic, so you don't have to asnwer) how come it doesn't let me rate any of the games, do I have to go to a special menu for that or something? And why are none of the games rated?..
